Administration Division
The Administration Division of MFT&E is located in South Portland on the campus of Southern Maine Community College in Howe Hall. This office serves as the administration center for both Region 1 and Region 2. Gayle Felker is our senior office assistant and the voice that most people reach when contacting the headquarters office. She is the primary assistant to the Administrative Deputy working on the National Fire Academy Grant reports, project planning, staff coordination, as well as organizing statewide printing and mailing initiatives. Gayle will be happy to assist you with your requests by forwarding your questions to the correct person in the organization. She can be reached at 741-5555. Peggy Fuller has been working in a contract position to assist administration with documentation, budget preparation and database management. She also serves as project administrator for the MFTE web site and produces other new media for the organization. The Fire Department Service Supervisor position has been re-titled to Fire Training Program Manager. The TPM position in Region 2 has been filled by Walter Morris who will begin at his post on January 2, 2006. He will have a work area in both the SMCC Headquarters office and at the EMCC Region 1 office. You will most likely find the TPM working from his traveling office in his assigned truck. Walter and Frank Hammond will work with the Administrative Deputy whenever planning for events, training programs and projects. A majority of their time will involve direct contact with the Operations Deputy to deliver the products. Peter Rines has been appointed to the new SMCC/MFTE position of Curriculum and Certification Program Manager. His position requires him to assist local and regional in-house training Academy programs to reach their goals including the written examination and the practical skill end test. Using the Performance Training System software, he constructs written examinations to meet NFPA standards. The tests are prepared semiannually for security purposes and are destroyed when a new set of examinations are constructed. He also conducts the scanning of candidate examinations, processes the results and issues certificates. Firefighters holding certificates from other state training agencies can submit them to Pete for review and reciprocity certificates issued from Maine (cost: $20.00 per review and issuance). He manages the monthly opportunity to sit for a written examination at the Southern Maine Community College Headquarters in Howe Hall. Pete is also the contact to establish the Practical Skills End Tests required for certification as a Firefighter I & II. Pete is working on a major project to request the National Fire Protection Association Professional Qualifications Board to conduct a review of the testing and program procedures utilized by MFTE. The project time line anticipates the application to be completed for submission before year's end 2005. Once the application is received, the NFPA Pro Board will establish a site visit with a review team. It is anticipated that the site review will take place sometime in April or May. The NFPA accreditation review team will spend their time interviewing personnel, policies and observation of a Practical Skills End Test. When MFTE receives recognition by the NFPA ProBoard then Maine Fire Training & Education can begin printing certificates with the ProBoard seal. This recognition will allow for easy transfer of certificates to and from the twenty-four states currently recognized by the ProBoard. MFT&E's Logistics & Support Division is run by Stan Goff and Gene Cote operating out of the Region 2 Offices. The Logistics Division is very busy and all requests for trailers, training props, tools and books must be submitted at least two weeks prior to the event that it is required. They maintain an inventory and tracking system to ensure that our instructors have the tools they need and that our students have the books they need.
